And after Penguin updates should we do this types links to improve our keywords ranks?
Links relating to your website. If you have a website about donkeys, thematic links will be links from other sites about donkeys.

Thematic link building is the procedure of attaining links from sites that are thematically pertinent with the recipient website. (for example: let's say your site was selling pet food, the thematic links you would have built would link to other sites related to pets/pet food. Meaning they target a specific niche)
Thematic links are a good idea because of the relevancy in the links, (which Google likes), and will carry more weight in link juice than generic profile links (which do still work if built in smaller sets of about 25-150).
Mass links no longer work and will actually get your site penalized or removed altogether.

Thematic = following the same theme. Thematic link building then means that you build links that are of the same theme or niche or nature, industry or type. So as pointed out, if you have a site about blue widgets, you want to build links from other sites that are about blue widgets. Some exceptions would come into play such as building links from sites that about red or green widgets. They're still about widgets but they're not about blue widgets. Those would be generally related sites to yours and are much better than getting a link from a site that is about parachuting for instance as parachutes don't have anything to do with widgets at all. I think you get the general idea. Basically, only build links from sites that are related to your site as much as possible. Don't get me wrong, it's good to have links from other places as well to build a good link profile up but if you can, you should seek out ways to build only thematic or related links to your site only.
This term thematic link is also new to me and I am glad that I have chanced upon this discussion for my added learning. When I have a blog that is about pets then the links that I can share can be called thematic links because the sharing would involve sites that deal with pets, of course. Thanks for asking about this topic because in this SEO world there are so many new terms that I encounter.
